What Is Title 20?
Title 20, or publicly funded child care, is a subsidized program where child care payments are covered by the state of Ohio weekly. Parents go through ODJFS to get approval, which typically takes about 30 days.
Once approved, families receive allotted hours – usually between 25 to 60 hours per week. Most families have no co-payment, with the state paying directly to the childcare center.
Eligibility Process
All qualification determinations are handled through the Ohio Department of Job and Family Services (ODJFS). Parents must submit:
- Pay stubs
- Leasing information
- Other required documentation

Approval Process
Approval varies: Some families get approved quickly, while others may be told they make too much money. The center does not determine eligibility.
Approval Duration: Once approved, families typically receive funding for one year. About 30 days before the case expires, ODJFS conducts a “redetermination” – reviewing pay stubs, residence, and other qualifying factors to confirm continued eligibility.
